WVEA/CTA/NEA Dues Schedule

Welcome to the start of a new school year! WVEA is your representative in employment matters with WVUSD. Because WVEA operates under a collective bargaining agreement, all bargaining unit members share in the cost of that representation. Please note that annual dues have increased this year as follows: CTA $647, NEA $178, WVEA $214.

As a certificated employee of the district you have the following options: Membership, Agency Fee Payer, or Religious Objector Status.  As a member, you become a full member of the Association and pay full unified dues to WVEA/CTA/NEA and take advantage of all the rights and benefits that come with membership. In lieu of membership, you may pay an agency fee equal to unified dues. As an agency fee payer, however, you will not be a member of your local and will not be able to hold local office or vote in local elections. You will also forfeit access to membership benefits. You have the right to receive a rebate of the fee equal to the portion that represents political or ideological spending on the part of the local, CTA and NEA that is not related to collective bargaining or employment matters. If you do not sign up for membership, you will automatically become a fee payer, unless you establish religious objector status.  As a religious objector, in lieu of payment of dues or agency fees, you may pay the equivalent of full unified dues to an pre-approved non-labor, non-religious charitable fund which is exempt from taxation under IRS Code 501 (c) (3). Proof of payment must be provided. Please contact WVUSD payroll for a list of pre-approved organizations.

The WVEA is the Walnut Valley Unified School Districts representative of education employees. It exists primarily to protect and advance the professional and economic interests of its members. WVEA works for better working conditions, higher salaries, improved health benefits, progressive personnel policies and an affordable and dignified retirement.

WVEA advocates with the legislature, the public and local boards of education to maintain a sound, effective and productive public education system.

WVEA represents more than 700 employees of the Walnut Valley Unified School District. The continued membership and support of those we represent helps us to articulate a broad range of individual concerns and gives us the clout to deal with those who influence policy.

Walnut Valley Unified School District is an agency fee district. That means every member of the bargaining unit has the same amount of money, for dues, deducted from their salary each month.

Only those employees who have filled out a California Teachers Association (CTA) application are members of the Walnut Valley Educators Association, California Teachers Association, and the National Education Association.

The fact that money is being deducted does NOT mean you are a member. All employees having money deducted will be one of the following:

1.    Member – You enjoy the rights and privileges of membership including free limited CTA legal representation, voting rights in all association elections, and $1,000,000 worth of liability insurance. (back to top)

2.    Fee Payer – You are not a member. You may not vote in WVEA elections and you do not have any of the rights of CTA members. You can get CTA legal representation, but you pay for 100% of it. You are entitled to a rebate of your dues if you file for it through CTA. (back to top)

3.    Religious Objector  - You are not a member. Your dues are donated to one of the charities approved by the Association. You are not entitled to a rebate. You may not vote in WVEA elections and you do not have any of the rights of CTA members. (back to top)

Benefits - Why Join the WVEA  (back to top)

One of WVEA's prime objectives is to protect the rights of its members. WVEA believes that education employees should be free from arbitrary and capricious decisions by their employers. When violations occur, employees must have available the resources to defend their rights through appropriate legal or administrative channels.

WVEA, therefore, provides the following services to protect each member's rights:

  • Contract Enforcement
  • Grievance Processing

WVEA assists each site with representatives to support to pursue member grievances through the necessary channels, including possible arbitration hearings.
